Why???

"Southern delegates to Congress supported this prohibition of slavery for economic, politica, and demographic reasons.  They did not want a competing plantation economy, most new settlers were emigrating from New England, and the tacit understanding existed that slavery was permissable in the territory southwest of the Ohio River"
